To recap - i think it may be a good idea for Russia (in general term), but like anything else there, is VERY opprly thought through and executed.
Similar program in China worked miracles for Chinese economy and they were able to attract very high quality talent - for example fab engineers. But they never insisted of dropping off US citizenship, paid US wages ABOVE us wages and it was a resounding success...
if they would just sent few guys down here and ask for humanitarian help, it wouldn;t do the trick...
