OK, my husband and I are members of International Student Council - it is an organization that provides foreign students with "surrogate family" and all kinds of help while they are studying in the USA. We are/were a "host family" to kids from China, Turkey, Indonesia, Dominican, India, Russia, Kazakhstan, Hong Kong, etc, etc.....
Most students pay for themselves, as you,guys, stated. But - many kids from former Soviet Republics come on their Government's money ( especially Kazachstan sends many students here and they are obligated to go back and work there for some number of years). Some students get scholarships for various achievements.
We now host one student from Iraq who is here on Fulbright scholarship. Very bright guy.
Masters /PhD level students get paid and can find research jobs ( at least, this is the case locally).
Most of our students are from RIT and U of R, there are hundreds of foreign students in those institutions....
