Unlike regular public schools where the local school districts or boards determine which students go to which public schools, parents and students choose a charter school. It's a choice. However, like other public schools, charter schools are required to have open enrollment policies. Essentially this means it has to admit any student who completes an application during the enrollment period. Usually, if a school gets more applications than open seats, it holds a "lottery" to randomly select students for admission
