Young children is a category as well, as opposed to teenagers, who are still "children".

They are all redundancies, Ira. Children are young people, they can be "small", but "young" is a redundancy. Compare with "молодые дети".
Hazard is potential already, you can have "possible" hazard, which is either hazard or not, but once it's a known hazard it's already "potential".

I guess by "young" children, they mean "younger". The rest - yeah, you're right. Но они же есть в любом языке: американские индейцы, временная отсрочка, героический подвиг, демобилизоваться из армии, букет цветов, истинная правда, короткое мгновение и тд...

Есть, согласен, но менее тупыми их это не делает.
