the problem should be solved on the government level. Capitalism as it's known does not exist in Russia as well as in any other developed country. Capitalism is based on morality, and most (if not all) societies lost it.
in our days good capitalists are struggling and barely have money to support their own community (as good ones are trying to take care of their employees first).
In another hand, investors and monopolists are not really much involved in charity (not all, but majority). They sure donate, to get a tax relieve. But there are many frauds and corruption among organizations and institutions, that suppose to help those in need. And there are people, who just specialize on begging from those orgs and benefit multiple support.
And that's why I think all help has to be done by social programs on government level.
