in one of our local city schools they put together a program to train average ( but passing) students for reasonably paying production jobs . Participants - Baush and Lomb, Xerox, Some wine companies ( I think, Constellation Brands) , others... RIT provides training technology. Main idea - train city kids, keep jobs in the city.
Hope it will catch on in other areas , too...
