Unfortunately, there are ALWAYS cases of negligence, take ANY country in the world. Its sad but true.

It wasn't negligence - those were just their rules... those type of places tend not to focus on preventitive medicine. A far as any country in the world - our medical system is a lot more expensive, yet sadly lagging behind many developed countries of the world.
