It's direct President responsibility to take over and become a crisis manager-in-chief in the case of the environtmental deisaster of this magnitude. The explosion happened in the federal waters, so it is Obama's responsibility from day 1. He proved himself the most INCOMPETENT manager. No wonder, no experience, except keeping his boot on somebody's neck Chicago style.
