Mike, The Constitution only mentions "enumerating" or counting population every 10 years. There is NO LAW that allows Federal Government to inquire for Census purposes about person's race, age, marital status, how much they make, what time thy go to work and a myriad of other intrusive and frankly unlawful questions.
At some point this will be challenged in the courts. The only reason it hasn't to date is because if you really do not want to answer these questions, the Feds may send a person to your house once or twice, but after that they would usually leave you alone.
But if they try to prosecute someone based on refusal to answer Census questions - expect court challenges.
