1) There are deductions up to wazoo.. 50% of the working people pay 0 federal income tax.
2) Corporate tax is a joke, it's 35%, however all big corporations avoid the bulk of it via tons of different shelters, etc. Only smaller corporations end up paying it

it does not even take into account the fact that under 999 plan a lot of income that's currently stashed in foreign account will repatriate, which will greatly increase the tax base.

well...
there are 100k employees at IRS right now.. looking for cheats (basically unjustified deductions). I am sure they can easily lose a half of them, as there will be no deductions any more. We can redirect some of them to the consumption tax collection.
