TRAIN fanatic and former deputy PM Tim Fischer has floated the radical idea of selling visas for $1 million each to rich foreigners and using the money to build a high-speed train. Mr Fischer said it was now or never to make plans to build a high-speed rail link from Melbourne's Southern Cross station via Melbourne airport to Canberra, Sydney and Brisbane.
He said the main argument against doing it was the huge cost of construction and buying land.
The special permanent quota residence visas would be "aimed squarely at the nervous, rich middle class of parts of Asia, Europe and the Middle East who want bolt holes", he said.
What do you think of Tim Fischer's idea? Have your say below.
Mr Fischer, who has finished a posting as ambassador to the Holy See, said such a scheme operated in the US and could raise $12 billion in the first five years.

He said applicants would be charged $1 million as an investment in infrastructure bonds and $100,000 for administration and character, health and criminal checks.
"Currently, rich citizens of the world have legal ways to enter, buy property and live Down Under," he told the National Press Club. "(This idea) could revamp entry and create a win/win."
Mr Fischer said if Australia did not have high-speed rail it would need to build costly eight-lane highways and more airports.
He said high-speed rail must be part of long-term thinking and the cost of the land would increase if it were not purchased now.
Mr Fischer plans to spend his time on the farm, writing and doing charity work.

FOREIGN citizens desperate to live in Australia are swamping refugee and immigration tribunals by appealing against orders to leave. While much of the national attention has focused on boat arrivals, many thousands more arrive by plane and are fighting to stay. Thousands of extra appeals are being lodged by plane arrivals each year, leading to a cost blowout for taxpayers and long delays for applicants.
Frustrated tribunal members are finding some claims are blatantly faked, including a Chinese asylum seeker who said he was Catholic but didn't know who the Pope was. Other men lied about being gay or about being pursued by criminal gangs, ex-partners or corrupt officials in an attempt to gain asylum.
One Nigerian man sought protection for being part of a militant group involved in armed robbery, kidnapping and other non-political crimes.

Visa overstayers, including students, are also faking it or taking advantage of appeal delays to buy time in Australia at the expense of a clogged system.
The Refugee Review Tribunal, which handles only plane arrivals, had 2966 appeals lodged last year - a 31 per cent jump.
The Migration Review Tribunal, which handles student, spouse, business and bridging visas, had 10,315 appeals last year - up 24 per cent.
The Federal Government had to provide them an extra $14 million for the next four years.
sIt can be difficult for asylum seekers to prove persecution, but some claims unravelled under questioning from tribunal members.
Monash University associate researcher Adrienne Millbank said the asylum seeker appeals system was vulnerable to false claims.
"You hear about people who are full of hope and integrity and go on these review panels or decision making (bodies) and get totally cynical," Ms Millbank said.
"The whole system is totally farcical. It relies on the credibility of the story. If you were putting someone in prison on that sort of evidence everyone would be horrified."
Combined appeals to the two tribunals have tripled in the past five years, prompting principal member Denis O'Brien to warn of delays in settling cases this year.
A Canberra crackdown on student visas is contributing to the surge.

New labour agreement to help tourism employersTuesday, 24 January 2012
Joint Media release with Chris Bowen MP – Minister for Immigration and Citizenship and Martin Ferguson AM MP – Minister for Tourism.
The Minister for Immigration and Citizenship, Chris Bowen MP, and the Minister for Tourism, Martin Ferguson AM MP, today invited public comment on a new template labour agreement to help the tourism and hospitality sectors attract skilled workers from overseas.
The proposed template agreement establishes a common set of requirements tailored specifically for tourism and hospitality businesses recruiting skilled overseas workers, and follows discussions with industry at the Tourism Employment Roundtable hosted by Minister Ferguson in August 2011.
The development of a template labour agreement will help to ease labour and skills pressures by improving the tourism and hospitality industry's ability to attract and retain labour in some of the occupations identified by the industry as being in critical shortage.
Mr Bowen said this would cover experienced waiters, chefs, bar attendants, hotel managers and other occupations, which can be hard to fill locally or may be ineligible under other migration programs.
'This template seeks a balance between upholding the standards of the visa system while giving employers easier access to workers whose skills are hard to find in Australia,' Mr Bowen said.
'Approved employers could nominate workers for temporary skilled subclass 457 visas using the template, enabling workers to be granted visas where they meet the requirements.
'Of course, employers would need to show they are doing their best to employ and train domestic workers and paying market rates.'
Minister Ferguson said the template labour agreement will help address critical skills shortages in the tourism and hospitality sectors.
'Research has found that there are already 36 000 vacancies in this industry and by 2015 another 56 000 workers will be required, particularly in regional areas,' Minister Ferguson said.
'Tourism injects around $35 billion a year into the Australian economy and the government is acting to ensure labour and skills issues impacting on the tourism industry's competitiveness are addressed under the National Long–Term Tourism Strategy, Tourism 2020.
'This announcement comes on the back of the introduction of the seasonal worker program, the Pacific Seasonal Worker Pilot in Broome and the Guide to the 457 program for the tourism and hospitality industries.'
Views are sought from stakeholders on the list of eligible businesses, occupations, salary, skills levels and English language requirements.

THE sacked former managing director of The Star casino, Sid Vaikunta, was employed on a temporary business visa, meaning he and his wife, Malavika, are likely to be forced to leave Australia within weeks.
The casino announced last week that Mr Vaikunta's employment had ended ''after his behaviour in a social work setting'', which is understood to involve allegations of sexual harassment.
The news has prompted NSW gaming authorities to demand full details from the casino. The Hospitality Minister, George Souris, has raised questions about the timing of the announcement, which came shortly after completion of a statutory investigation into its licence renewal in December.
A spokeswoman for the casino's owner, Echo Entertainment Group, confirmed yesterday that Mr Vaikunta was no longer sponsored by the company for a 457 class visa.
''All proper notifications, including to the Department of Immigration, regarding Sid Vaikunta's employment ending have been made,'' she said. ''We are not sponsoring Mr Vaikunta in any way.''
While declining to comment on Mr Vaikunta's case, an Immigration Department spokesman said 457 visa holders who lose their jobs are given 28 days to find another sponsor or leave Australia. Mr Vaikunta's official departure date was February 2, meaning he would be required to leave the country by March 2. Echo Entertainment's annual report showed that Mr Vaikunta, who earned $2 million for the 12 months to last June 30, was paid ''relocation expenses and living away from home benefits'' as part of his package.
It is unclear if these benefits extended to paying the rent on his Bellevue Hill home.
The report also shows Mr Vaikunta was given 59,183 shares as an ''appointment incentive'' when he joined the company in 2009. The casino was demerged from Tabcorp last year and taken over by Echo Entertainment.
However, it is impossible to tell if Mr Vaikunta has sold any or all of his shares as there are no reporting requirements outside the annual report and Echo declined to give details. ''Details about Mr Vaikunta's remuneration entitlements that are required to be disclosed will be disclosed in the remuneration report,'' a spokeswoman said.
Temporary business visas are designed to allow employers to hire overseas to fill skilled positions in Australia for up to four years. Mr Vaikunta was hired from Borgata Casino in Atlantic City in 2009 on a four-year contract.
